摘  要：农业保险是农业风险防范的重要机制，是农业体系的有机组成部分，是构建和谐的社会主义新农村必不可少的一部分。但我国农业保险发展仍存在许多问题，在新的市场环境下，尤其应该明确政府在农业保险发展中的职能作用，以保证农业保险稳健有序的开展。本文从农业保险的供给、需求和市场的三个方面来阐述了我国农业保险发展存在的问题，分析农业保险对政府的政策需求和政府在法律上、经济上、行政和监管上相应的职能作用，同时借鉴国外先进的经验来发展农业保险。

Analysis of the Policy Needs and the Government's Role During the Development of Agricultural Insurance
Abstract: Agricultural insurance is agricultural risk prevention of an important mechanism, is an organic part of the agricultural system, is the essential part of harmonious with the new socialist countryside. But the development of agricultural insurance is still exist many problems, in the new market environment, especially the agricultural insurance should be made in the function of the development of agricultural insurance, to ensure the steady and orderly development. From the agricultural insurance supply, demand and market three aspects to represented china agricultural insurance development problems.Analysis of the agricultural insurance for the government's policy needs and the government is legally, economic, administrative and supervisory the corresponding function, while using the abroad advanced experiences for developing the agricultural insurance.
