对我国地方政府发行债券问题的研究

摘 要：地方政府债券作为一种重要的金融产品和地方政府融资工具在西方发达国家已经非常成熟，在促进经济发展和社会建设等方面发挥着重要作用。本文对我国地方政府债券的相关情况、自行发行地方政府债券所存在的问题、国外发行地方政府债券的经验以及应对地方政府债券发行的政策分析进行了一些探讨。为应对我国地方政府的自行发债，可采取完善地方政府债券的法律法规、实施严格的发行地方政府债券审批制度、建立规范的地方政府债务信息披露制度、培育健全的地方政府评级和风险防控机制，以及完善发债政府的绩效评价体系等一些措施。

About the Problem of Local Government Bond Issuing in Our Country
Abstract: Local government bonds as an important financial products and local government financing tools in the western developed countries have very mature, in promoting economic development and social construction plays an important role. This paper discusses the local government bonds and other government bonds issued by where the problems, foreign issue local government bonds and deal with the experience of the local government bond issue policy analysis are analyzed. To cope with our local government debt issuing itself, can take improving the local government bonds of laws and regulations, implement strict issue local government bonds, to establish a standardized examination and approval system of local government debt information disclosure system, the cultivation of local government rating and risk prevention and control mechanism, and improve and perfect the government performance evaluation system of the translated some measures.
