摘  要：建筑业是我国的支柱产业之一，拥有庞大的从业人员队伍，是高风险行业，其安全问题长期困扰着建筑企业的稳定和发展，成为社会关注的焦点，我国各级政府都十分重视安全生产问题，投入大量的人、财、物用于安全管理，国家安全生产监督管理局从2004年4月起，把建筑施工企业首列入国家对安全生产专项整治的领域，这不能不引起我们对我国目前所采取的安全生产管理体系的深刻反思，要从根本上扭转建筑安全管理的被动局面，必须从全新的角度去正视、去研究、去改变严峻的现实。

Abstract: The construction is one of the pillar industries of our country, have huge employee's teams, it is a risky trade, Its safe problem is perplexing stability and development of the building enterprise for a long time, become the focus that the society pays close attention to, the governments at all levels of our country all attach great importance to the question of safety in production, invest a large number of manpower, financial resources and material resources to be used in the safety management, National Safe Production Supervision and Administration Bureau, from April of 2004,list the enterprise in charge of construction in the field in the special renovation of safety in production of the country for the first time, this have to cause us to the deep introspection of management systems of safety in production adopted at present of our country, the passive state of turning back the safety management of the building fundamentally, must face from the brand-new angle, study, change severe reality.
