摘 要：近年来随着国内建筑行业的蓬勃发展,工程承包市场竞争的日趋激烈，低价中标已成为普遍现象。施工索赔作为一种取得合法、合理收益的手段，已成为施工企业经营管理的重要组成部分。施工索赔管理水平的高低不仅直接显示施工企业的经营管理水平的高低，也决定着企业能否立足于复杂多变、竞争激烈的国内外工程承包市场。本文主要是通过对引起索赔原因的分析，阐述了我国施工索赔的现状，探讨了施工索赔的计算方法、策略与对策。

Situation and Countermeasures of Construction Claims
Abstract: In recently years, along with the architecture industry vigorous development and the internal project contractor market competition is becoming more acuity day by day, the low price become the ordinary phenomenon. Construction claims which made as a legitimate and reasonable income has became an important part of construction business management. The management level of the construction claims not only directly response the construction enterprise management level but also determine whether the enterprise based on the complex and changeable, competitive domestic and international engineering contracting market. In this paper, through analysis of the causes that give rise to the claim, explain the status of our construction claims, the calculation method, strategy and countermeasure.
