摘  要：随着经济的快速发展，人民生活水平的提高，特别是我国加入WTO进十年来，教育服务贸易越来越受到了全球的重视。而近年来，我国的教育服务贸易也得到 了很好的发展。本文将在WTO框架下，通过留学教育和中外合作办学两种主要教育服务贸易方式，来分析我国教育服务进出口的主要发展趋势，理论联系实际来探 讨我国教育服务服务贸易存在的主要问题，特别是针对我国教育服务贸易中品牌建设力度不够，通过借鉴新东方教育集团的成功案例，结合WTO相关政策以提出促 进我国教育服务贸易发展的对策。

THE CURRENT SITUATION AND COUNTERMEASURE RESEARCH ON CHINA’S DEVELOPMENT OF EDUCATIONAL SERVICES TRADE WITHIN WTO CONTEXT
Abstract: With the high speed of economic development, our living standards have been improved , especially the decade in China's accession into the WTO , the educational service trade have caught  more and more global attention in recent years,.China's educational services trade has made a very good development. This thesis  will be written under the framework of WTO, through the Joint Education to study abroad, the two main kind of educational services trade, including the import and export of educational services in China to analyze the major trends of educational services in China. So as to research the main problems of trade in services, in particular, China's education services aimed at brand building trade is not enough, by drawing on New Oriental Education Group's success stories, with WTO-related policies on the promotion of trade in educational services in China Development Strategy.

一、绪论
（一）选题研究意义
目 前，国际服务贸易正迅速发展，其潜力已经超过了传统的货物贸易，无论是发达国家还是发展中国家都十分重视在该领域的国际化发展。世界贸易组织(WTO)于 1994年在乌拉圭回合后缔结了服务贸易总协定(GATS)，它规定了涉及服务贸易的一切行为准则，为服务贸易的健康发展提供了保障。在实践中，教育服务 贸易既可以促进该国教育在国际大环境下的发展壮大，也可以给政府带来经济、政治方面的巨大利益。本文的研究是为在WTO框架下我国的教育服务贸易提供发展 的指导方向，和对加速我国教育服务贸易国际化提供更多的信息和建议。
